HISTORY OF AUCTION

SEJARAH LELANG

Lelang dikenal pertama kali pada tahun 500 SM di Babylonia. Pada saat itu, terjadi acara tahunan yaitu lelang wanita untuk dinikahkan. Masyarakat Babylonia menganggap bahwa jika wanita tidak dilelang untuk dinikahkan dianggap illegal.

Marcus aurelius pernah menjual alat-alat rumah tangga milik debitor untuk melunasi hutangnya. Lelang yang bersejarah terjadi tahun 193 SM, yaitu lelang seluruh kekaisaran Romawi oleh Praetorian Guard.

Lelang mulai menyebar di Amerika yang dibawa oleh imigran Inggris sekitar tahun 1600-an. Lelang pada saat itu terbatas pada jagung, tembakau dan hewan ternak. Lelang budak juga menyebar di Virginia.

Pada saat Civil War, barang rampasan dilelang oleh auctioneer yang disebut kolonel divisi. Lelang tersebut termasuk juga barang sitaan militer dan barang inventaris. Sampai saat ini auctioneer mendapat julukan ‘kolonel’.

Dalam kurun waktu abad ke-17 sampai dengan abad ke-18 lelang dikenal dengan sebutan auction by candle. Lelang itu digunakan untuk menjual barang (goods) dan hak sewa tanah/gedung (leaseholds). Pada masa revolusi Perancis abad ke-18 lelang mulai dilaksanakan di warung kopi (coffeehouses) untuk menjual benda seni.

Pada  masa itu, berdiri auction house yang bernama The Stockholm Auction House di Swedia. Inggris terdapat Sotheby’s dan Christie’s. sotheby’s merupakan rumah lelang terbesar kedua setelah Christie’s.

Pada masa sekarang, lelang berkembang sebagai salah satu industry maju. Hampir semua barang dilelang. Bahkan barang yang dijualbelikan secara konvensional dapat dijual secara lelang seperti lelang rumah (real estate auction).

Lelang banyak digemari di Negara Singapura, Malaysia, Jerman, Australia, Inggris dan Amerika. Di Amerika, banyak rumah yang tak laku dijual secara konvensional dijual secara lelang. Di Australia, rekor tercipta, bintang Rugby Terry Hill menjual lelang rumahnya di Sydney tahun 2004 dengan harga AUD 1,8juta.

Lelang baru dikenal di Indonesia pada tahun 1908. Hal ini ditandai dengan adanya dua peraturan yang dikeluarkan untuk mengatur lelang yaitu, Vendu Reglement dan Vendu Intructie. Dalam perkembangannya peraturan mengenai lelang diatur dalam Peraturan Menteri Keuangan RI nomor 93/PMK.06/2010 tentang Petunjuk Pelaksanaan Lelang dan unit yang melaksanakan penjualan lelang adalah Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL) yang dahulu dikenal dengan Kantor Lelang Negara.
